Local/Global View handles light differently between Blender 2.79 and Blender 2.80

Local/Global View (as from D5753: Cycles: Initial Support For Local View) shows different results between Blender 2.79 and Blender 2.80. The implementation matches the current implementation that EEVEE did.

This difference with Blender 2.79 is that users didn't need to add lights to the local view. This was done for them. The manual even states the behavior of Blender 2.79 https://docs.blender.org/manual/en/latest/editors/3dview/navigate/views.html?highlight=local%20global#view-global-local

IMO both have their pro/cons and we should check what we currently want.

This task is to keep track of this issue so it will be clear if we desire the behavior of Blender 2.80 and need to adapt the manual. Or that we desire the behavior of Blender 2.79.

My suggestion is that when no lights are selected in local view all the lights are automatically added to local view. If we chose this we should alter the code and manual :-)
