Vertical scrollbar not constantly visible in Keymap dialog
Exact steps for others to reproduce the error
Invoke the keymap editor in Preferences. Adjust the panel size. At certain widths, the scroll fades out unless the mouse approaches it.
The vertical scroll bar fades in and out depending on 1) the width of the dialog as set by the user, and 2) the location of the mouse cursor.
This is a misfeature in that it HIDES INFORMATION from the user. Unless s/he happens to roll their mouse over the area of the scrollbar they are not even aware of its existence. When it fades out it deprives the user of knowledge the proportional location within the list.
While this is a cute bit of bling, I feel it does the user a disservice: I myself was quite frustrated when I didn't KNOW there was a scrollbar there because it was invisible.
