Changing active object with arrow keys in outliner changes selected object but leaves active object unchanged #70503

Description:
When moving between objects by pressing up/down arrow in the outliner, the active object in the viewport changes but the properties window remains attached to the old selection. this is very confusing and doesn't seem to be intended behaviour.

Reproduce:
open new .blend file, select the cube in the outliner, press Up Arrow or Down Arrow to scroll through the light and camera

What Happens:
The selected object in the viewport changes, however the active object does not change even though it gets deselected (are you supposed to be able to have something active but not selected?)
The properties tab does not change, which makes it difficult to quickly flip through objects and compare their settings.
Pressing Tab in the viewport enters edit mode on the active object, even if it has become unselected.

Expected behaviour:
If there is only one object selected and active, moving through the outliner with arrow keys should update everything. (active object, selected object, and properties window)

I don't think this is a bug.
Although you can have only one object active, it does not seem to be wrong that object may not be selected.

This seems like it belongs in the paper cut thread and not the bug tracker:
