Weight Paint - Smooth and Mask Vertex #70535

Short description of error
I'm on Weight Paint mode. When I'm using the Smooth feature (under top left menu Weights / Smooth) among with Vertex Selection (top left icons) and I change any value for Smooth, the Vertex Selection is cancelled.

Exact steps for others to reproduce the error
1- Open the Blender.
2- Use any model with armature (at least two bones).
3- Select the Armature and the Model and change to Weight Paint Mode (please switch back to the previous 2.79 procedure, it was a lot easier).
4- Use 'Vertex Selection' (top left icon) and select any vertex of that model.
5- Select one bone and Paint it at full weight. Then select another bone, paint at weight 0.5 (maximum) and smooth it: go to Weight > Smooth (top left menu).
6- Change the values in the drop-down menu.
7- The problem will occur in this stance.

@Kazunari-Miura Please do not try to resurrect years-old dead reports... Code has likely changed a lot since then, so please create a new report with all required information (and feel free to link to older one as reference when it makes sense, of course).
