Graphics card: GTX 1070 - Driver 419.67

Blender Version
Broken: blender-2.81-40a55be82cf5-windows64

Despite 100% Roughness it is Glossy in Bumpmaps.

This is because the reflected vector is below the surface normal. Cycles has a normal bump correcting term but EEVEE does not. So this is a limitation.

Will it be taken care of in future? Seems like a major limitation, giving wrong assessment even with baked normal map. :(

Yes this is currently under investigation. See D9895. The patch is for SSR but it will work for all lighting.
