Short description of error
I'm using the new feature where you can rotate the origin/pivot only. I also have affect parents selected. I have a scene where around 1.5 million faces are visible/unhidden and when I rotate the origin, I get around 3-5 fps (as a rough guess). So the rotation appears slow and incremental rather than smooth.
Exact steps for others to reproduce the error
Just like the slow undo, this error seems to occur with a high poly scene. Create a scene with a few million polys and then pick an object, choose to rotate by origin and notice that it's slower than only rotating the object.
