when doing operator search slightly varying line numbers

Exact steps for others to reproduce the error

Use factory settings, hit F3 (Operator search), then type an a or g. Each keypress triggers an error message on the console

b, c, d and f do not.

I noticed the behaviour while trying the example given in https://devtalk.blender.org/t/bpy-context-region-data-always-nontype/10071/3, but it is reproducible just from factory settings.

I tried it on two different machines, first by using the current 2.81 beta, then on 2.80 final/win. Same behaviour, just differing by line number (1457 for 2.80).
