Beginner Issues with Blender: 3D View Freeze #70941

Operating system: Windows 8.1 (Surface Pro 2)
Graphics card: Intel HD Graphics 4400

Broken: 2.80
Worked: (optional)

Whenever I start Blender and begin modeling a mesh, most times at random, the 3D view window visually freezes. Everything around it works and the 3D view seems to recognize any actions done to it; however, I cannot see what’s being done in the 3D view because the window refuses to update the scene. When the axis object is being used (the XYZ lines) to move or rotate while the 3D view is in this state, you can see it but every time it moves, it leaves an imprint and the object being moved visually remains the same.

A remedy I found for the 3D View freeze is after this happens, I go to Blender Preferences and “jiggle” the resolution scale. Making any changes to the resolution scale will unfreeze the 3D view window and update the scene with any changes done to it while it was frozen.

While I do have a remedy for this, it is still a frustrating bug that needs to be fixed. What’s strange is this freezing will only happen about once or twice after opening Blender and starting or resuming a project, but after that, it stops doing it. It will only come back if I close the program and reopen it.

Exact steps for others to reproduce the error
Start the program and open a general file
Do something in the 3D view that any modeler would do:

Change the models appearance to wireframe
Delete the cube and add a Plane (often deletes cube from the Scene Collection)
   Rotate Plane to 90 degrees
   Edit Plane in Edit Mode

Doing any of these may result in the 3D view freezing and preventing itself to update the scene. One indicator that the 3D view is frozen is the “Viewpoint Changer” on the upper right corner of the 3D view screen. If it refuses to highlight or unhighlight itself when in use, then the 3D view is frozen.

Based on the default startup.

A similar problem has been reported before.
An unofficial addon was causing the problem.
Can you reproduce the problem after restoring factory settings?

Also make sure the same happens with the latest builds:
