Short description of error
If you are editing various objects you can't change the UV that you are editing in all the objects, only in the active object. So you need and move between each object and changing the UV selected.

Exact steps for others to reproduce the error
Train Passangers_05_bug Uvs.blend

Open file, select all visible objects if they are not selected, enter edit mode and try to change the UVmap that you are working, only change in one object.

Works here. Most of your objects simply don't have any UVs in their active UV slot. But the ones that do can be moved in UV Edit mode, then I can switch to object and back into edit mode and everything is as expected.

Are you by any chance talking about switching UV layers? In that case, it's working as intended. Although a way to switch the active UV layer of all selected objects would be nice, it's definitely feature request category. For now, you'd have to write an addon for it.

Let me know if you still think there's a bug here.

I can understand that it works like that when you are in object mode, but in multiple edit mode it doesn't have any sense because the program block user's decisions.

Multi-object edit mode applies to editing mesh data, which the active UV layer slot is not(that data is owned by the object datablock, otherwise you couldn't change the active UV slot on a linked mesh). I think the way it works right now should remain, but a separate option to switch all objects UV layers would definitely be nice to have(Alt+Click?). But that's a discussion for rightclickselect, so I'll close this.
