Object Parenting - 'Without Inverse' option missing in menu and operator popup #71182

Short description of error
'Object (Without Inverse) is missing in the header menu 'Object > Parent' and is not available as option in the 'last operation' popup while Keep Transform is there. The 'Object (Without Inverse)' option can only be invoked by hotkey CRTL+P

Exact steps for others to reproduce the error
At Blenderconference 2019 I had a quick chat with William Reynish about this and he said it'd be best if I assigned this 'bug' to him. He agreed that his could/should be 'fixed'.
I attached screenshots and a simple file to test it.

Since it is a different operator it will not show as an option in the redo thingie, but made a patch, looks like this:

@lichtwerk That looks reasonable - I guess that's how it would be solved. If you need the patch to be approved, I'll do that if you need.
