Short description of error
The falloff in Texture Paint is not working as expected. I'm no longer can draw pixel art on texture.
Exact steps for others to reproduce the error
Try to create 16x16 texture and draw on it with 1px brush. Also, set Falloff to Constant. I'm expecting to have one rough pixel, but the brush has falloff similar to Smooth despite the fact that it set to Constant.

I think this was a bug in the AA sampling code, it should be fixed in D6186.
For painting pixel art lines we should support radius smaller than 1 in the UI (or add a hack in the AA code to reduce the radius slightly to avoid painting two pixels at the same time)
