Knife tool doesn't pass through tweak/click and drag events correctly #71323

Broken: 2.80, 2.81, 2.82

If in 3D View (Global) one is to set view3d.rotate to Alt+LMB Click Drag, the 'Panning' entry for the Knife tool doesn't seem to propagate that event, regardless of how it is configured. If view3d.rotate is set to Alt+LMB Press, then the same configuration can be set in Knife's 'Panning' entry, and will propagate. But setting it up this way prohibits the Alt+LMB combo for loop selection in edit mode, while Alt+Click Drag does not.
The same is true for Alt+LMB Tweak.

Steps to reproduce

  1. Open User Preferences -> Keymap.

  2. In 3D View -> 3D View (Global), change 'Rotate View' entry to Mouse, Left, Click Drag

  3. In Mesh -> Knife Topology Tool -> Knife Tool Modal map, change 'Panning' entry to Mouse, Left, Click Drag

  4. Exit user preferences

  5. Verify that Alt+LMB drag rotates the view

  6. Enter edit mode on some mesh and enable the Knife tool

  7. Verify that Alt+LMB drag does not rotate the view

  8. Cancel the tool and exit edit mode

  9. Open User Preferences -> Keymap.

  10. In 3D View -> 3D View (Global), change 'Rotate View' entry to Mouse, Left, Press

  11. In Mesh -> Knife Topology Tool -> Knife Tool Modal map, change 'Panning' entry to Mouse, Left, Press

  12. Exit user preferences

  13. Verify that Alt+LMB drag rotates the view

  14. Enter edit mode on some mesh and enable the Knife tool

  15. Verify that Alt+LMB drag rotates the view

The steps above are illustrative and incomplete, you may encounter other issues like view rotation not stopping, etc., as the full setup may require more adjustments to the keymap. The point is that the Knife Tool doesn't seem to propagate the Click Drag event like it does with the Press event. Note that while step (15) verifies a possible workaround, it's not acceptable, as mapping in this way interferes with the usage of another mapping (Alt+LMB Click) in the viewport.
