Short description of error
Frequently occurring issue, where when exporting the FBX, there are all settings missing on any surface of the interface, unable to define any settings.

Exact steps for others to reproduce the error
Based on the default startup or an attached .blend file (as simple as possible).
Just comes and goes, without logic.

I just figured out workaround.

I was in UV Editing workspace, while exporting. (object mode). It didnt show the settings for export to FBX.
While I went to Layout workspace, it magically appeared when I went to export the FBX.

So there is in fact a bug.

Not sure I understand correctly...

Are you saying you are missing the export entries from this menu?

Do you happen to have Filter Addons enabled in the UV Editing workspace by any chance?

(if this is the case, then yes, the Import-Export Addons are missing -- which should not be the case -- this is a known issue being worked on atm though and would be a duplicate of T58842: Add-ons Import/Export entries disapear when enabling Filter Addons option)

Or can you actually call the FBX export and these settings are missing?

In my case it is the last picture. Sorry for not being clear enough before. I will provide photos from UVediting workspace -- Export -- FBX and then another photos going from Layout workspace -- Export -- FBX.

Between the photos, all I did was click from one workspace to another:
