The clone brush requires you to copy a brush before you can use it. In Blender 2.80 you have a select menu in all submodes. In Blender 2.82 you miss the select menu without masking submode.

Now for the bug: without masking you can call the select tools by hotkey, but you can't use it. And this means that the clone tool requires to be in a selection mask mode so that you can select, copy and clone the brush.

Open Blender, create a grease pencil object. Switch to Sculpt mode. Activate the Clone brush. Press C to select what you want to clone. You can't.

This was added in rB85f90ed6fd88.

I see this is now more in line with mesh vertex/weightpaint.
In regards to the bug (being able to call the select tool by hotkey) -- I think we should also be in line with mesh vertex/weightpaint (where calling the select tool by hotkey is prohibited).
(Probably happens in poll function?)
