Short description of error
In EEVEE, the final rendering result of the fur is different from the viewport, and the final rendering result has no additional subdivision.

Event Timeline

If you set Render > Path > Steps to the same as Viewport Display > Strand Steps, then that seems to match.
Pretty sure there is something wrong, this has actually been reported before, see T67700: The Viewport Display setting of Particles affect the Render result with Eevee (shame on me this has been lying around for some time -- needs another look...)

Will merge these reports though
