Fireflies in final render of Eevee #71591

System Information
Operating system: Win 10 Pro
Graphics card: Nvidia (that has no problem)

Blender Version
Broken: (blender-2.82-c69872bd2ff3-windows64) v 2.82 Alpha
Worked: (v 2.80) Official

Short description of error

When animating anything in Eevee the final render shows light pops (or what they call "fireflies")

Exact steps for others to reproduce the error

Recreate: This one is more in depth and I will attach the blend file I did for visual reference.

                            I created a scene, added Objects, and rendered it in the default settings for Eevee. 
                            If i just did the animation as JPGs then you can see where the fireflies appear in the renders.
                            I used the AVI to have Blender creatye it into a video file instead and same error.

Note: There was no problem in the Official version. This is for the experimental version 2.82 Alpha and Beta

Based on the default startup or an attached .blend file (as simple as possible).

Blender28CompleteBeginnersGuidePt6EndRen.blend Is the actual blend file. Note it works fine in 2.80 Official, but not in the 2.82 Alpha or Beta build.

Just a note, Error #2 was done using eevee.
When using the attached blend file use 2.80 Official first then open it in 2.82 Alpha or Beta.

First of all: please only one issue per report.

Regarding the first issue:
This was actually an issue in 2.80 (Join Area was available on area borders which cannot be joined, if you actually chose the operator it would have told you right away that you cannot join -- because for joining you need a border between two areas, one on each side, in your example this is a border between three areas on the left and one area on the right, cannot be joined)
This issue was corrected after 2.80, so no bug here...

I will remove the first issue from the bug report, so then we only have a single issue to look at in this report...
