Short description of error
if I press (shift, control, option, lock caps, fn, or command) my view lock up and only zooms in and out.

hi I followed the steps Philipp Oeser (lichtwerk) advised:
Please try the latest daily build: https://builder.blender.org/download/

Go to File → Defaults → Load Factory Settings and then load your file to see if you still can reproduce this issue.

The problem is still there

What you can try to do is create a new file and append everything from this through File -> Append if that solves the issue.

Or you might have activated the zooming option maybe on the top right and it somehow stuck? Not sure what could be causing this.

For me the error isn't there anyway, I was able to navigate freely:

I created two system-info files, one when everything works properly and the second one when shift blocks the view. Also while doing that and saving files i realised that shift actually blocks the mouse in "right button hold” mode because I couldn't even choose the folder to save the second file. I went through all the possible options of reloading and resetting settings, but it didn’t help. I’m using MacBook Pro with a touchpad. I also checked my general key settings and couldn’t find anything that might interfere.

Just asking: are you using a Wacom?
removing Wacom applications was mentioned as solution in T70482: Middle mouse turns from rotate to zoom
