Custom keyboard shortcut doesn't seem to work in Object Mode #71703

Short description of error
I made a custom shortcut to set the Viewport > Top (I don't have a numpad on a laptop).
This custom shortcut is working while in Edit Mode (camera spans to Orthographic Top), but while in Object Mode, nothing happens.
I tried to then make another custom shortcut, that I both defined in 3D View > 3D View (Global), AND also 3D View > Object mode, and I tried to change the key combo to a bunch of different things, but it's not changing the camera ever. I also don't see the "shortcut options" at the bottom of the 3d view (ie. status bar) when I hit the first part of the shortcut (ie. CMD or ALT, etc).

Exact steps for others to reproduce the error
On a laptop. Go into Settings > Keymap > 3D View > 3D View (Global). Expand the 'View Axis setting, which defined the Identifier as 'view3d.view_axis', and has the corresponding View dropdown set to 'Top'. Then, set any key combination, such as ALT+1, or CMD+1, or any other number. Save settings, and go into 3d view Object Mode, try the key combo, and notice nothing is happening. If you go into an object's edit mode, the key combo DOES work.

Secondly, if I try to perform the same exact steps, but under the Keymap > Object Mode, and make a new shortcut, copying the same settings as above, this also does not work in Object Mode.

Update: I noticed this WILL work if I check the 'Emulate Numpad' option in the Settings > Input section, and then go back and re-set the view keymap (it will change it to say 'Numpad 1' instead of just '1', for example. Then, it will work in both Object and Edit mode. Still would think it should work as described in the original bug, but this suffices.

hi, just a note, in the viewport pies we have the view numpad pie for quick access to switch views. We also have the 3d navigation addon that adds numpad functionality to the sidebar, maybe these might help.
