Short description of error
I exported an FBX with multiple object and animation but the actions are not all exported

attached my original blend file and exported FBX (Robot walk1.blend , Robot walk1.fbx)
also a basic blend file and FBX with only 2 objects inside (fbxbug.blend , bug.fbx)

Exact steps for others to reproduce the error
import the FBX and compare it to the original blend file

Importing the attached Robot walk1.fbx into Blender indeed shows a different animation than what is seen in Robot walk1.blend.
However, when I exported a new .fbx file from Robot walk1.blend and reimported it into Blender, the animation was identical to the initial blender file.
The same happened with the provided bug.fbx and fbxbug.blend.

Digging a bit further, I then exported your blender scene to .fbx with default settings. Reimporting it, I got the problem you mention, the animation was weird.

This then might not be a bug, but simply a case of not using the correct settings. To get the correct result, disable NLA Strips and All Actions when exporting to .fbx. I'm attaching an exported .fbx to show that it works.
