Short description of error
Cannot load webm video

Exact steps for others to reproduce the error
According to https://wiki.blender.org/wiki/Reference/Release_Notes/2.80/Import_Export, WebM format is supposed to be supported by Blender.
However, loading a webm video recorded with the Screen Recorder Chrome add-on (https:*chrome.google.com/webstore/detail/screen-recorder/hniebljpgcogalllopnjokppmgbhaden) fails: File '*wishlist.webm' could not be loaded

I added an example of webm video that fails.

It doesn't appear to have been uploaded to this report. Please try uploading it again.

Are you able to play the file in other video players to ensure that it isn't an issue with that particular file?

For Example, I have no issue playing this VP9 encoded webm file in the latest master.

Sorry, I might have removed the markup for the attached file. Here it is:
papiers.webm

It plays OK on VLC and in Chrome, but it's true that the video seems to have issue, as other video player seem to not be able to detect the length.

Running mediainfo reports:

I'm not sure of all the implications for the VSE, but the Format, file extension and IsTruncated don't seem good.
