Not 100% sure, but unchecking this option is not supposed to mean the operator is doing nothing.
Dissolve remaining verts is what this is about.

Also I dont see this tied to the situation of "vertex and edge select mode are both checked" isnt it the same for edge select mode only / vert select mode only?

To further progress with this report, it would be good to share an example .blend file where you clearly show if this is different for the particular select modes, what would be expected, and what the faulty behavior is...
