Broken: Blender 2.81.16 (official release), and it was broken a long long time ago since 2.80, nobody reports it.
Short description of error
Start Frame and Offset of an Image Texture Node don't work with Eevee (Material Preview or Rendered), but it works with Cycles.

Cannot reproduce this [working relaibly here -- unless you set the offset to something that can then not be found in the sequence/movie...]
So in order to really reproduce, please provide a .blend file and an movie you can share, with exact setting for offset/start frame that are not working for you...
It doesn't work with my computer, whatever the Offset and Start Frame, it never never work whatever their values.
I updated the Screenshot and the .blend file, but the problem is I cannot upload the video as an attachment, so you cannot download it. But you can use any video.

Yes I can. This is what I get with an offset of 50 (notice the video is really offset):

(only thing I have to do after specifying the offset in the node is to change the frame -- via timeline or shortcut)

Changing the frame is refreshing the video with the specified Offset. Thanks, I've never knew that because it 50% solve the problem. But anyway there's always a bug in the video above. But changing the Offset doesn't refresh the video.
OK, the immediate update when changing it on the node could be considered a bug [with lower priority].

I can confirm this still happens in Blender b15073b9ee; whether it's a bug or known limitation I'll leave to the EEVEE team.

@brecht If I remember correctly, it was you who did a trick with image user to make it work. Maybe it is just a missing update?
