Short description of error
copy particle settings do not update in the viewport on second object.

Exact steps for others to reproduce the error
Default Blender
Add cube
Make copy of cube and move.
Add particle system to the first cube.
Select both cubes with the first cube active.
In the Particle settings "Specials Menu" copy the particles to the second cube.
Scrub the timeline to see the particles not working in the 3d viewport.

I can confirm.
In blender 2.79 this used to work.
Particle settings are the same on both objects (they are linked).

Scrubbing the timeline for unbaked particle systems always gave unreliable results.

Several objects may have linked particle settings. That does not mean that there is only one cache.
You may copy particle system of a cube to a sphere. Because of different geometry to emit from, same settings will not produce same particles simulation.

And you will have to bake particle systems for both objects.

That is not different here. If baking step is not included into issue description, it is not a serious description. And it may not be a serious issue.
