Short description of error
Face orientation color in theme settings doesn't stay saved after closing and opening blender

Exact steps for others to reproduce the error
Open Blender (with factory settings)
Show Overlays (top right) -> Face orientation ON
Preferences -> Themes -> 3D-view -> face orientation front color (to let's say green) -> save preferences
Default cube's color is now green
Exit
Open Blender -> face orientation ON -> default cube's color is blue again

Can confirm, that particular color theme its not being saved (HASH: 1a8642937dde )

I am probably just missing some details on versioning...

do_versions_theme() always seems to have a section marked with a comment "Include next version bump." And I just tend to put new things in there, and there are five lines in there right now.

I had assumed that the version is bumped at some time (probably close to release), those things are then put into a version-specific block at the same time as "default.blend" was updated.

Should I just be bumping the version at the time that I commit and put those things in such a block at that time?
