Order of menu items near bottom of screen reversed #72641

Short description of error

Now that the UI has been cleaned up in 2.8+, I've noticed a lingering issue that doesn't make much sense anymore - menus appear in reverse order when near the bottom of the screen. This causes confusion as to where things are located and the brain needs to learn both the typical order and the reversed order of items

look at the view menu, flip the header to the bottom and see the order reversed.

Not a bug, but by design. A design that I think is silly, but it is what it is.

The idea behind it is that it keeps the mouse travel distance the same, no matter how the menu is oriented. So the closest item remains the closest item, not the furthest away when flipped.

As mentioned, I think it is an abomination. Made worse by the fact that we are not even consistent with it. Menus are not flipped if they have categories, Pop ups don’t reverse, etc.

There should definitely then be an option to either have this behavior or have all menus read the same away in all parts of the UI, as this may not be the preferred way for many to experience UI
