Occasionally the xray button toggle will not display xray status even though the xray feature is being toggled.
Exact steps for others to reproduce the error

What are the exact steps to reproduce this issue? If a developer isn't able to reproduce an issue. What do you mean with Worked: using latest. Is it already fixed?
The video pretty much shows it all. When you click on the xray button, the xray feature toggles, but the indication that xray mode is on/off is just stuck on "off" (meaning not blue). As I said in the report, it's intermittent, so there are no "steps" per se, it just seems to happen from time to time.

Can you test latest daily build at https://builder.blender.org/download/ and provide .blend file if it's still broken?
Ok I have the steps to reproduce it. This only occurs with skinned mesh skeletons.
1 - Select the skeleton
2 - Shift-click the child mesh
3 - Select the x-ray mode
4 - Select weight paint mode
The mesh is then displayed with this sort of strange blue outline, you cant toggle xray and you cant weight paint.
The correct workflow appears to be
1 - Select the skeleton
2 - Shift-click the child mesh
3 - Select weight paint mode
4 - Select the x-ray mode
I dunno if thats as intended but it was a bit confusing to me.
@FurrieBunnie thanks for nice steps to reproduce, but I can not select skeleton, because I don't have your .blend file
It is rather trivial to create the scenario - start with a box, add an armature, then do the steps above. Example attached{F8292501}

I opened file, I could weight paint, and I could disable x-ray without problems.
Can you try opening blender form console with command
blender.exe --factory-startup
?Or alternatively click on
File > Defaults > Load Factory Setings
?And then try to reproduce this issue?
After resetting to factory settings the xray toggle works as expected.
Question is - what changed? This was a clean install. Only thing I updated was the undo history, to something like 200.
Changed status from 'Needs User Info' to: 'Archived'
I have no idea, you can look for enabled addons or so. Both methods of loading factory settings are temporary unless you save them.
Technically you can do diff on keymap as well if you want to investigate this further.
User preferences is system-wide file, so even if you remove Blender and do new install preferences may be kept. I am not sure how this works exactly.
