Short description of error
First off, I'm not sure this even is a bug in Blender. Great opening sentence, I know, but bear with me:
For years now, I've had fullscreen flickering while Cycles starts rendering the viewport, but *only* while the preview is still super grainy. And even then, the flickering only happens if the viewport fills out a certain amount of space on the screen. The flicker still affects the entire screen, even if the Blender window isn't maximized.
For example, if I move the viewport halfway off the screen, it won't flicker. It's weird.
I've uploaded an example video to Youtube, though their encoder probably killed the video. The flicker pattern looks something like this, with the image being the screen and the black bars being the part where flickering occurs:

Is this a Blender thing or is my setup haunted?
Exact steps for others to reproduce the error
- Select Cycles as the renderer
- Fill the scene with stuff to render (by, for example, adding a plane with a cube on top of it)
- Move the view around like in the linked video
