New studio light requires restart to show specular highlight in viewport

Short description of error
After making new studio light and applying it, Workbench do not show glossy highlights untill restart. Please watch video.

Exact steps for others to reproduce the error
Create new studio light with glossy lights, apply it to viewport. No glossy light (but it is visible in Edit mode)
Save scene, restart blender. Now highlights visible.

Think that the edited specular flag is not set for new studiolights. In the popover specular highlight is disabled. When reloading the specular flag is set.

STUDIOLIGHT_SPECULAR_HIGHLIGHT_PASS should always be set for any studiolight.
