Blender crashes when after regain focus when using tablet

Blender Version
Broken: version: 2.81 (sub 16), branch: master, commit date: 2019-12-04 11:32, hash: rBf1aa4d18d49d

Short description of error
Blender crashes after main window regains focus from other Blender windows (such as Preferences or Render window).
It crashes when using a tablet 10moons T 503. Doesn't crash with Huion 1060+.

Also, there were a report about this bug T65880
I open the new to show that the bug is still occurs in master branch too.

Exact steps for others to reproduce the error
Open Blender
Open any new Blender window (using a tablet or mouse or anything)
Move a cursor to the main window with the tablet
Crash!

Additional information:
If I open Blender two times. Then, when I open a Preferences (or any) window, the only Blender that crashes is that where the window was open. Other Blender instance continues to work (crashes too after regaining focus of another "child" window).

Error from command prompt

Error : EXCEPTION_ACCESS_VIOLATION
Address : 0x00007FFE82C14943
Module : C:\WINDOWS\SYSTEM32\Wintab32.dll

Deleting/renaming Wintab32.dll fixes the problem, like in T59470 case.
But I still not expirience crashes on application switches.

I don't think so, because, you know, Blender still crashes, when I:

Open Blender
Open any new Blender window (using a tablet or mouse or anything)
Move a cursor to the main window with the tablet
