MY metarig.blendSystem: macOS Mojave version 10.14.6 macbook pro (15 inch late 2016)
Processor 2.7 GHz Intel core i7
Memory 16GB 2133 MHz LPDDR3
Graphics : Radeon Pro 455 2GB Intel HD Graphics 530 1536 MB

I have been using Blender 2.81 human meta rig (easy and fast) tutorial on you tube (PIXX0 3D) to create a basic human metarig.
When I get to the end I cannot just select a part of the rig and move it with the mouse. Using lender 2.81a

Everything works. The main problem is that your model has 2 subdivision modifiers (with 2 lvl of subdiv) that are located before the armature modifier, so the performance is very low. If you disable subdivision modifiers, everything will work as it should.
