Short description of error
Trying to copy modifiers across from one grease pencil object to the other isn't working with grease pencil objects

Exact steps for others to reproduce the error

Create 2 Grease pencil monkies
Select a Hue Saturation modifier for one the monkies
Change the monkies color using the hue saturation modifiers colors
Select the other monkey and then select the monkey with the hue saturation modifier on it last
Make links (Ctrl +C)
Modifier doesn't Copy across
I also notice you can't copy effects across as well

As grease-pencil uses a separate modifier-stack, this is a feature request.
A patch for this would be welcome though.
