Tiling Brush option does not works in blender 2.82

Blender Version
Broken: 2.82 official version
Worked: (works 2.80 version)

Short description of error

Tiling option on both axis does not works when you draw outside the texture.

Exact steps for others to reproduce the error
I leave a video where I show in blender 2.80 (works) and 2.82 (does not works)

It does still work, but now only within the individual tile’s borders. The previous behavior acts as if the image is literally tiled in the 2D image space. I suspected that this was an intentional change due to the addition of UDIMs with multiple image tiling support, but I haven’t been able to track down a specific commit.

Hello Evan Wilson, yes I think also is an intentional change because UDIM, but I think is better leave its normal behavior when the UDIM is disable because that option lose its potential when you do a continue trace as I do in the example (but is just my opinion) if the developers have a good reason to do that I can understand.
