Region clipping 3D viewport glitched permanently #75151

Short description of error
There are a 3D region clipping just in the viewport. I don't understand how it can be possible but there are some code on blender that is doing that.
When I move an object it is clipped but it is shown only when it pass through the region.
It only affects the 3D viewport on solid render mode. When I choose shaded rendering the glitch does not affect the shaded object but it is still affecting the 3D viewport indicators. And when I render there are no glitch.
Apparently there are some code for make a 3D region clipping on the solid render mode in the viewport. The "Workbench" engine is affected too.
And there are no manner of turning it off.

Exact steps for others to reproduce the error
I just was editing a region to render but I don't know what I did to reproduce it. I attach the .blend file with the glitch for test purposes.

Note that the blend file only have a stretched cube (as a column). There are no more objects but when you open it you will see the darkest area with a particular shape.

In that area is where only the objects is visible. The object is a column but you will se only a small shape like a open cube. If you change the view mode to render you will see what it really is. But if you select the object you will see too that the selection is only limited to a portion of the view. That is a weird behaviour that I don't expect to happen. How to turn off it? Where is the thing that is doing that?

If you delete everything the glitch is still there. He has come to stay :P
And the same when you create an empty scene, the glitch is stucked there everywhere in the same place regardless of what you do (change UI options, hide/show things, create/delete things, purge, etc). No way to disable it, the glitch has come to stay.

I just pressed Alt+B and it dissapeared!

I now remember that on a moment of reading and testing how to use the clip region I used the Alt+B combination but not observed a behaviour in that moment.
So it is not a bug, sorry.
