Not sure if I understand correctly, but this is also the case in Blender gnr (sometimes it is active to selected, sometimes it is selected to active - there is no general rule):

  • Object > Make Links is the same for example [active to selected]
  • this is also clearly stated in the tooltips: "... from Active To Selected"

Dont really see a bug here, closing... (feel free to comment again if issues persist...)
