Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?

Broken: Blender Add-on BIA v2.1.0 installation/build script
Short description of error
followed install instructions on the git repository (https://developer.blender.org/diffusion/BIA/repository/master/). The build script failed with the output as in the attached file{F8447489}
Exact steps for others to reproduce the error
created an empty directory (~/blender-projects/add-ons/bia)
cloned the repo into that directory (git clone git://git.blender.org/blender-id-addon.git)
executed the build step (python3 setup.py bdist) which failed as in the attached output

unix_localdoesn't seem to exist in INSTALL_SCHEMES in the deprecated standard library distutils, and it was removed from the pypa distutils in a recent change, so I will mark this as confirmed.
