Short description of error
Switching to a different collection when an object is still in local view in one collection is behaving unexpectedly.

Exact steps for others to reproduce the error

  1. Open the default scene and add a sphere then move it to a new collection.
  2. In the first collection, select the cube and go into local view and switch to the second collection by pressing 2

In the outliner that the second collection is active but you can see the cube still in the viewport. You can go in an out of various modes but can't do selection, transformation or any other operations. Basically the viewport is somewhat frozen. If you exit local view now, the second collection in shown.

In blender 2.79, you couldn't switch layers if an object was in local view.

It is true, that this behavior has changed, but this doesn't look like a bug technically. It would make sense for this operator to be not available in local view though.

I guess I will have to leave this up to user interface to consider.

I think it is not that harmful like loosing editmode objects from sight during switching collections.
These problems are of the same origin, but isolating objects for local viewing is a temporary type of operation, so it does not interfere with anything.

While not harmful to scene setup, their is inconsistent and confusing behavior. Toggling exclude off and then on again while in Local View ends up showing all objects even though you're still in Local View. Hiding keeps the objects shown, but prevents selection and transform. Disabling the collection actually seems to preform best because it hides the objects from view, but when enabled again shows only the objects in Local View.

Well, yes, it is inconsistent, since displaying objects that was not isolated by entering local view is the least that could be expected from Local View paradigm)

it is possible to imagine a lock on changing collections states in the local view mode, or even switching the visibility of only those objects that fell into the local view, but not adding objects to the local view that were not isolated by this mode.
