Short description of error
The Color of Proportional Editing Circle is too shallow to see, and there is no option on the preference setting to change

Exact steps for others to reproduce the error
Active proportional editing and press G to move an object. Notice the lack of contrast in the proportional editing circle between 2.82a and 2.83.0/2.90.0.

Event Timeline

The proportional editing circle takes on the color of the grid.
This seems to have be an intentional change made in Blender 2.83. I personally don't believe it's a bug. But it may have been a over sight on the developers part.

As for the request to make the circle separately themeable, that is a feature request. This page is reserved for bug reports unless you wish to add the feature yourself.

One thing to note is that proportional editing may be replaced with a new design in Blender 2.90 that could help with this "issue" D4786.

It will most likely be added to Blender 2.90 Alpha. As for when, I'm unsure as I'm not a developer.
However, if you wanted you could build your own version of Blender with that patch included. You could try following this guide on building Blender, however there doesn't appear to be clear steps on how to add patches. I also wouldn't be able to guide you through the process as I haven't built a custom version of Blender before.

The use of the grid color is like this since the first commit that this drawing was implemented (before 2008: transform_constraints.c;b6b61681efd322bd800bcaba55099cdf147547b2$748?follow=created)
But the drawing status follows the color inversion logic (GL_INVERT), so the color is inverted.
This seems like a graphic driver issue. Apparently glLogicOp is not working on your GPU.
Please double-check if the drivers are up to date.
Also can you confirm that this problem is also seen in previous versions?

@Germano Cavalcante (mano-wii) If I read your comment correctly, then the proportional editing circle should be identical between 2.82a and 2.83/2.90. This is not the case with my computer. I'm running a GTX 1050ti on Linux with driver version 440.82 (release one month ago). The versions of Blender I tested were 2.82a, 2.83 9605c2616696 (2020-05-06 16:18), 2.90 05da8132d8f7 (2020-05-06 23:00). These were the latest builds from the build bot.

for me, it's the same in 2.82a and in rB86580c437bb51a5 except this: T74905 (which has become better when the circle overlaps with the object. )
So it seems GPU specific then ?

@Ming Zhu (AeneasTzu) you forgot to include information about a version of Blender that works as you expected. Did you try 2.83? 2.82? ... Please include a screenshot of that version too.
