Short description of error
I try to bake normals from an object with particles (rendered as a collection containing a single cube) to a simple plane.
During baking the particle instances aren't "seen" by the baker.
Even if I convert the particles to instances, the baking fails.
Only if I join all the cubes into one single object (CTRL+J) the baking produces the expected result:

Sadly no, it seems.
First I recreated a similar scene as above in 2.79 last nightly -> it crashed
2.79b final didn't crash but also didn't "see" the instanced cubes. It rendered an empty grey map.
I remember that I once did it, maybe in an even earlier version of Blender (that's why I added "IIRC" to the version that worked).
Sadly it turns out to not work in 2.79 and in 2.8x.

I have been able to bake normals, if I used Particle Instance modifier on cube, and then baked cube to target, which is essentially what you did, but a bit more procedural. Perhaps this was also a method that worked prior to 2.8?
Ah OK, that might be it... I'll give it a try with 2.79 and 2.8x / 2.90 soon.
EDIT: Yes, it works in 2.8x / 2.90 when using the Particle Instance modifier.

I tested in versions 2.73 and 2.79 but the problem is also seen in them.
