Unless I am mistaken, the Grease Pencil object needs to have a material first for this to show?
Just add a material and you should be good to go...
Note: there is still an error when accessing the materials dropdown on such a blank greasepencil object (will tackle this separately though...)
For this report: think we'll have to close this (feel free though to comment again if issues persist...)

@lichtwerk There is a problem here, because the vertex color must be usable without materials. I will handle this.

I have fixed the bug, but to use it, be sure you have these options:
(both parameters are set with the right values in 2D template).
Ah, sorry, misunderstanding on my side.
@lichtwerk This fix is not related to the bug you found it when the material list is empty.
This works great, can confirm it's fixed in 2.83 and 2.90 branches. Cheers!
