Note: #66722 (Blender stuck on default scene if some other app takes focus after double clicking file in Finder)
^^^ has been there for a long time. This one, as @cleveroctopus said has occurred after an ubuntu update.

If there's a better, surefire way to redo the bug, please add it Luke.
Also upload the help menu > save system info txt file.

I don't have any other way to reproduce the error, and also no way of knowing what exactly Ubuntu updated. It was a Dell XPS15 specific firmware patch, though. Attached is the system info.system-info.txt

I see that the 2.83 version of blender has a build date of today...is it possible that this was updated on my system with no action from me?

I can confirm that downgrading to 2.79 fixes the problem. Will 2.80 be available through apt-get soon? I prefer the new interface, but still want to use the package manger for installs rather than just unzipping a download.

What information is needed? This is rather stagnant. To be exact Blender always has issues after it updates, previous version projects will always quirk up with new version, and some Blender settings may act weird here and there after those updates.
And since there are 2 versions of Blender 2.83 in Ubuntu Software app, probably needs exact name, the one I am using is latest (Not LTS), don't know about the others. The version is:

I re-installed blender using the 2.83 PPA, and the issue no longer occurs.

More Info from Testing:
Tried to install the LTS version using Ubuntu Software app and it asked for Snap Classic Confinement. Don't remember exactly what I did after, probably has something to do with Snap library, after that both LTS and Standart Stable versions started asking fo CLassic Confinement refusing to install. After, installed blender using this line:
$ sudo snap install blender --classic
Tried opening .blend files after and they open without any problems.
Possible solution: Uninstall Blender and run this in terminal: $ sudo snap install blender --classic
Everyone who had this problem, please give feedback if it worked or not.

snap build was updated to fix a small bug. So installing the updated version would work.

Both latest/stable and 2.83lts/stable are the same build (update 39). This version should open files from a file browser correctly.

The very first 2.83 release I did (update 38) had a small bug in the wrapper that starts Blender, preventing it from loading files properly. This has been fixed with update 39
