Blender doesn't seem to be listening to or parsing command line options in this installation, including the loading of .blend files.
Exact steps for others to reproduce the error
execute blender <blendfile> from the command line, where <blendfile> is an edited .blend file. The error will manifest as the loading of the default, empty .blend file.
execute blender -b from the command line. The error will manifest as blender opening with the default .blend file rather than exiting with Blender quit.
