Short description of error
Blender crashes when switching to a workspace that is already opened in another New Main Window.
Exact steps for others to reproduce the error
*Default Startup
*Create a New Main Window, in the newly created window, switch to any other workspace then maximize(ctrl + space) any context menu, go back to the original window and switch the workspace to the same workspace.
*Another bug happens when you just make another Main Window and switch to a different workspace, the original window is able to switch to the same workspace, but nothing changes and the layout is the same as before.

It is there as far back as 2.80-rc-1
