Snapping with RR is totally broken (since 2.79)

Short description of error
RR free rotation is stepped, when any snapping available.
With Control it become smooth and do not snap at all.

If it «work like intendent», I want to know, what the strange intension it was…

At tnis moment there is no way to make 2-point snapping despite we have Cursor and active.

Event Timeline

I am using 2.90, and snapping does not work at all. Regardless of snap settings, nothing snaps, not to the grid, not to anything. It appears this basic functionality has been missing since at least 2.79. I have seen people using 2.83 with snapping capability --- so it would appear the developer team simply hasn't accounted for all potential hardware variations.

are you sure, than you are using correct pivot point and options?
Most functions work for me.

Unlike rotate, trackball does not support snap to verts, edges, faces, volume.
Whoever developed this transform mode simply did not implement these features.
Perhaps a snap that does a kind of alignment can be implemented. But that is outside the scope of the bug tracker
