Short description of error
All drawing tools are very laggy, the cursor lags far behind the pen tip. When I draw a curve, the arc of the curve is shortened and flattened after I lift the pen.
I use a Wacom Cintiq 24 pro, but the problem persists even when I draw with a mouse.
I do not have the same problem in 2.79 version.
Exact steps for others to reproduce the error
All drawing tools give me the same results.

With "all drawing tools" you mean grease pencil or also other drawing modes?
I guess I only really use the grease pencil, but all the variations of the grease pencil give me the same issue (ink pen, marker, pencil, etc.)

Here's a brief video of the pen on the surface of the display, and the cursor lag. Sometimes it keeps drawing the line after I lift the pen, and unless I draw very slow, it corrects the arc of a line after I draw it.

For me it's working fine on Cintiq 12WX with the latest 6.3.39-1 driver.

Yes, I have the latest driver on my cintiq (6.3.39-1) I tried updating everything, uninstalling and reinstalling, removing the settings and reseting them, so far nothing is working for me, and drawing in Blender is the only place I have any issues. Painting in Photoshop and Krita work fine, as well just mousing around with my pen.
I also get the same lag when I use the mouse. It's not quite as pronounced since I can't draw nearly as quickly with mouse, but it gives me the same lag problem.
Tested today also with Photoshop and Krita. With Blender and Photoshop it's working fine, but with Krita I've the same lag 🤔.
@ShadyACE do you have only Intel GPU? I think this issue is related to the crappy OSX GPU drivers 🙈
I've been wondering the same thing about the GPU more and more. Initially I thought maybe it was just a setting change, but the more I research this, the more I think it's an issue with my system not handling Blender very well.
I went with a MacMini when I upgraded my system, but didn't really have 3d rendering, or video rendering in mind when I got it. If it's the case that I would just need to shell out for a decent eGPU, I'd be willing to do that if it would fix this issue, and help with rendering further down the line.

The steps to reproduce this error is opening Blender and using the pencil tool.
The problem I'm trying to solve is NOT reproducing this error.
The only way I have as yet gotten it to work on my system is reverting to version 2.79
I would love to provide any additional system information that anybody needs to possibly solve this problem on my system. Flagging my problem as invalid doesn't help anybody, and I've been trying to solve this problem for a month now.

I wouldn't mind resubmitting a better report if there's something I can include in it that will help move this further along, I just just don't know what steps I can provide to reproduce my problem since I haven't gotten it to work correctly since opening the program.
My intention is to use Blender as a storyboarding and animation platform, so a responsive drawing tool is absolutely essential for my purposes.
Perhaps there are options I can try on my own end, since my issue so far seems to be unique to my system?
