Eevee won't display reflections from world environment HDR texture #77891

Blender Version
Broken: 2.83 LTS, as available on blender.org

Short description of error
Upon creating a scene with an world environment texture, and adding a Principled BSDF material with 1.0 Metallic and low roughness, the reflections of the world texture do not appear on the object's (standard cube) surface. The direct light reflection, however, does appear. A few additional details of the bug can be found here .

Exact steps for others to reproduce the error
Change the render engine to eevee, change Viewport Shading to Rendered, or render from the camera, as is.doesntwork.blend

Your GPU is on the lower end of the supported spectrum.

The video graphics adapter driver seems to be up-to-date. image.png

I used the OpenGL Extension Viewer to check if it's working, and the tests seem to indicate the API is working as expected, with all versions required for running Blender being supported. image.png

I am also attaching the system-info.txt file, in case it contains useful information.

The website to download the graphics driver shows that the latest version is 15.40.45.5126 (and not 10.18.14.5117).

I downloaded and installed the aforementioned driver for Windows 8.1 and my Processor, I tried uninstalling the driver, restarting, then installed the downloaded one. The installation manager showed that 10.18.14.5117 was the latest version for the graphics card, and, again, both the intel driver support and opengl viewer said the driver was up to date after I installed it.
The results on Blender remained the same. Maybe - [x] detail I forgot to mention is that the material preview works fine.
