Short description of error
The Sky Texture for the World and Shadow Terminator for Objects seem to be acting unexpectedly.
Exact steps for others to reproduce the error
Add a Cube and a sky texture. adjust the sun to be at a low angle and adjust the object shadow terminator.

Added a sun lamp to replicate.. it seems like the issue is not related to the Sky Texture, but to everything really. @brecht are you the developer of the shadow terminator? there might be an issue.

I don't see a bug here. The shadow terminator setting will add additional shadowing, which is not physically correct but masks shadow terminator issues. You need to tweak the value to find the right trade-off, and in some cases just adding more subdivisions is the only solution.
