Short description of error
As subject says. Circular selection (both, Tweak tool and C-brush) grabs segments instead points. Edit mode, vertex mode.

Event Timeline

This is by design and have not changed since a lot of versions. When you pass the circle over, you are selecting the stroke, not only the point. We could do in the way you explain, but it would a change of how is working for years. I don't mean your proposal will be worse or better, just a different approach to the problem.

That means, it worked inconsistent, for years.
If selecting segments this way is so important, there can be option for all selections, or segment-mode.
I am not against various methods, I am for consistency.

Okay, it works fine now.
And If I need to grab old way (+1 segment), I just press Ctrl++
