Short description of error
Color values are clamped for Debug AOVs (at least the sample count is clamped at 1.0). I hope those are not normalized values. If that would be the case I would suggest to add a none normalized AOV as well because this makes profiling and debugging render inefficiencies easier.
Exact steps for others to reproduce the error
Do a Cycles render with adaptive sampling and Debug Sampling Count AOVs active. I attached my scene file for this. test_render.blend

From my understanding the debug sample count render pass is normalized.
Thanks for the report, but the issue reported here is a request for modified/improved behavior and not a bug in current behavior. Closing as this bug tracker is only for bugs and errors.

I can do this but looking at the render time aov this behavior is inconsistent (that one is not normalized). Also normalizing stats aovs is pretty uncommon if I compare it to other renders.
