Short description of error
Fuid guides (effectors and other fluid domains) aren't influencing the behavior of smoke.

In any smoke simulation with a moving effector set to "Guide", enable fluid guiding in the smoke domain.
If the cache type is set to Modular, bake the simulation after the guides. If the cache type is set to Final/All, bake the whole simulation.

Thanks for reporting this! It looks like "Guiding" broke during the OpenVDB update for 2.90. Fix coming up!
