Cannot really reproduce, looks like this here:

-Does this also happen with Factory Defaults prior to changing to Japanese?

Is this problem collapse font display in the workspace tabs?
I can't reproduce this problem too (Windows 10 Pro and both of GTX and Intel cards), so OSX Intel driver related?
You can try past version of blender to help solving this problem too.

Windowsの環境(GTX1060とIntel HD4400の両方)で再現できませんでした。お持ちのIntelチップまたはドライバの問題かも。

This is indeed GPU issue... Not much we can do afaik.
